Beginning with the Victorious All-Pervading Great Vajradhara himself, headed by Buton the Omniscient and his spiritual sons, up to my own holy root guru, the venerable Two-Fold Renunciate—to all the glorious and holy root and lineage masters who have appeared: the command of the Lord of Wrathful Ones, Glorious Yamantaka; a letter from the thirteenth throne holder of the Glorious Zhalu Golden Temple, the Shakya monk and Vajra holder, the accomplished practitioner of the wrathful black enemy of time with buffalo face, proclaiming to human and non-human beings dwelling and moving throughout the three realms:

On the twenty-third day of this month, from the great city of terrifying Yama in the seven layers beneath the southern direction, we invited the great decree of Glorious Yamantaka—the Lord of Death and Karmic Yama with consort, the retinue of male and female karmic demons, along with the eight classes of gods and spirits of appearance and existence. We pleased them with offerings, tormas, and praises. We gave them the lingam of the Great Red One and the vajra nectar oath water, binding them with oaths by the blazing vajra of commitment and commanding them:

For the sake of the spread, flourishing, and long-lasting presence of the precious doctrine of the Victorious One, for increasing the happiness and well-being of all beings, and especially for the welfare of the monastic community headed by this dharma college and the yogis with their retinues, we have performed the ritual of destroying harmful and obstructive non-human evil ones through wrathful enlightened activity. You non-human beings, remembering your individual promises and commitments, be satisfied with these offerings and tormas, and fulfill your activities of protecting against obstacles with whatever magical powers, abilities, strengths, and miraculous displays you possess.

May the people gathered here also be content in mind through virtuous thoughts and actions, peaceful manner, and wondrous spectacles, and may they develop the fear of knowing that if they commit harmful deeds, they will be destroyed through such activities.
